When using Garland as you're default administration theme, the action links(add action, add condition, edit, delete...) will be displayed as vertical list(and not a horizontal like in seven or bartic). I made a patch that corrects this issue, without interfering with seven or bartic.

hm, that patch hardcoded the css to work for edit and delete links. I stumbled over that due to #453998: Add a direct link for editing rule-sets to the rule-set invocation action.

So I've done a follow-up for this and made the css more generic. Perhaps you could do a test whether it works fine for you too.
