I observed this behaviors when trying to close #60895: No check made in comment edit/delete for non existent comments. To reproduce delete the comment which does not exists comment/200/delete for instance. See the attached snapshot for better understanding.

Attached patch will fix this bug. It uses menu argument loader %comment like comment edit menu item.
