The CHANGELOG.txt file currently is not very readable, e.g.:

Every day changes are committed has a summary like that, which makes it hard to identify what changes went into each release. I suggest that instead they be grouped by code release.

I just don't think CHANGELOG.txt files are worthwhile to spend time on. We have the CVS commit log and git is good at that too.
