Duplicate definition of rules_element_invoke_component_operations()

When installing rules there is a WSOD. The error log says

PHP Fatal error: Cannot redeclare rules_element_invoke_component_operations() (previously declared in /opt/drupalHEAD/modules/rules/rules/modules/rules_core.rules.inc:196) in /opt/drupalHEAD/modules/rules/rules/modules/rules_core.rules.inc on line 221

The two functions are identical, it appears to be a duplicate commit of the patch creating the functions.

Attached patch removes the first of the duplicates.
