Make the dump-database script work for both D6 and D7 [#983152]

I'd like to write some contrib module tests that would benefit from starting from a standard, populated database of content.

Only some modest changes are needed to make the dump-database script work for D6 or D7 - any reason not to improve it to handle both?

These seems to work ok for both 6 and 7.

We should also rename the filename of the script then, not?
