Fixes:
Initial port of the 8.x version.
Fixed issue where cached pages doesn't remove the cookie compliance window. Issue still resides when using cached pages and have disabled javascript.
Updated README to inform Drupal 6 users of how to print the variable in their page.tpl.php.
Instead of server side checking of the cookie, moved to a client side check in order to fix issue with page cache.
