This allows you to define a view's access as private, which means that the view will be displayed only if the first argument equals to the current user ID. There is also a global permission for admins.

We use it at our company and thought it was a great addition. Noticed no one else released it and wanted to share our version.

Some other contributed modules provide their own implementation of this functionality (e.g. Ubercart, Commerce etc.) where having views on user profiles is common.
