Group Elections - What Module?

There are several voting modules out there (although I think some are poorly labeled as that - "rating" is not the same as "voting"). I know the core Poll module is not going to work for me. I need to set up a page or pages to run our group/club election of officers (and maybe issues at some point). I need these options:
- Pick one of the following...
- Pick x of the following...
- Option to be able or unable to change an individual's vote
- Restrict voting to a specific role/permission
- Display the results on the fly or only after the voting is finished
- Must be under the control of an election committee (and preferably not even available to the admin)
- Only the election committee can see who voted for whom in an oficer election
- In an issue vote, show everyone who voted for what.
- Would prefer to have multiple issues/offices on a single ballot page
- I kind of like the Instant Runoff idea, but don't know how well I can sell it to the group, and how would it work in a "pick two of the three/four candidates"

Decisions
I do not have much experience with this module, but you could try the decisions module. It claims to be a replacement of the core poll module with much more functions.

It can do 1, 2, 4, 5, 6, and
It can do 1, 2, 4, 5, 6, and 10. You can also set the ability to see individual votes on a per-poll basis, but there is one permission for it so you wouldn't be able to customize it between issue and officer elections. You can simulate 9 by creating a view with all the poll nodes you want to include.
Actually
Actually, it looks like, with the addition of a taxonomy and a role (for the committee), I can do everything except being able to cancel a vote on an issue-by-issue basis.
