I have posted this topic in 2 places. Perhaps it is outside of the scope of existing module functionality.

Should I go ahead and work on a new module for this functionality or have I missed the module that might perform the filtering we need?

Nothing extra needed.

In the advanced area of the view edit under the section relationships add a "Content: Taxonomy terms on node " and a "Taxonomy term: User using Sales Regions". In this case "Sales Regions" is the vocabulary. Then under Contextual Filters add a "User: Sales Regions (field_sales_regions)". These three entries does it.
