This function is present in the latest -dev of the date module.
This function was added by this commit on Tue, 14 Feb 2012.

Are you using the latest -dev?
If so, what are the steps to reproduce this error?

I just got this error but resolved it by updating Calendar and Date simultaneously.

If this is fixed by using the latest code it is not a bug.
