Either importing from the same Drupal version, a previous version or another CMS/blog at install time would make it both easier and more tempting to switch to Drupal. Plus, an import wizard at install time is something we are used to with various applications (such as Thunderbird, to take just one example).

you can use http://drupal.org/project/demo together with http://drupal.org/project/demo_profile to use it on installation profiles

this feature does not belong to core, but it is possible to create specialized install profile to import data from other systems
