I plan to create a directory of events. Users can narrow their search via pull down menus (I plan to use CCK to create the content). For example, they can first select California as the state (1st pull down menu - states), then all cities under California will appear on a second pull down menu (cities of a particular state).
I'm not sure if this can be done though. Right now, vocabularies contain all levels below it in a tree like manner. Is it possible to have separate vocabularies (state and city) and just somehow link them in a restrictive manner (eg. If California is chosen as the state, only cities under California can be chosen on the second option).

A good place to start...
If your using taxonomy, take a look at Content Taxonomy (note: patch) module with Active Select module.
Also, take a look at this custom solution: Dependent Dropdowns in CCK, a Tutorial | Mooffie's place

Update: The Dependent Dropdown/Drill Down interface pattern can be used to add (categorize) content or search (view) content. I've been trying to use it for the first type, to add (categorize) content. uBrowser module might be what you're looking for if you want a solution that provides an interface to search (view) content. The Views module might also support this pattern. However, if you're looking for a solution to add content, check out the links at the top.
I'm still learning about this stuff myself. Sorry if things aren't so clear.
Other modules that might be related are: Taxonomy Filter, Refine by taxonomy, Taxonomy Sifter, and Panels Taxonomy.
