Menu appears in wrong language when creating translation

When using the primary links menu as the source of secondary links, you must create your secondary links as children of the primary links. When creating a translation and choosing the menu options, the primary links menu items are shown in the base language, not in the language of the translation, so you can't choose the correct parent item.

To reproduce (English is base language):

1. Create "Contact" page, create menu item with "Primary Links" as parent
2. Create French "Contactez" translation, create menu item
3. Create "US Contacts" page, create menu item with "Contact" as parent item
4. Create French "US Contactez" translation, try to create menu item with "Contactez" as parent item - does not work. Primary links menu is shown in English - so save the page without a menu item instead.
5. Edit French "US Contactez" translation. Primary links from French menu are shown, so create menu item with "Contactez" as parent item.

This represents a work-around. Step 4 should show primary links from French menu, since the node is French, and allow the menu item to be created under the French parent item in the first place, rather than having to save and then edit.
