check for previous links

I'd like to see an option for confirming that there is not already a weblink with same URL in the database before one is allowed to go through. Since a link can be in 2 categories, then it'd have to check the that the url and also category are identical and already in DB - if it is, you get a warnign that the link is already in the DB.
