swentel commentedOk, as a long time Drupal user, I really don't care about this welcome page ;)
BUT I like the changes and the switch of point 2 and 3, it's much more cleaner and decided to do a little usability test with my girlfriend.
I asked her to get rid of the welcome message on the frontpage. At point four, her eyes fell on 'create content', she clicked, then on 'Page' and added her first post. She went back to the frontpage and the welcome message was still there.
Cause
a) She chose page, and promoted to front page is by default off.
b) Too many fieldsets to begin with, she didn't really care about all those fieldsets, went straight to save.
So if I'd change anything on this page, it would be point 4. You can click way too fast on create content, I bet a lot of people don't read on after that and don't see the that this page will go away if they promote a post to the front page (or maybe even better, alter it on settings/site-information, but I don't think this should be included).

catchswentel, I'm hoping (very much) that the gsoc help project will turn into patches which will completely change how this page works and make it not disappear any more. Having said that, if you've got ideas for point 4 that'd be great, but I'm inclined to think the current behaviour is broken and needs fixing more fundamentally than a few string tweaks.

keith.smith commentedI like catch's patch. But, while I usually don't like a lot of rhetoric in my software packages, I think we miss an opportunity with this page to really set the tone for new users. I think we should spice it up big time.
Attached is another option, that I hope helps "draws" in the first-time user. I feel strongly that unlike most of our other text (since this goes away) this needs to be engaging as it can be.
It would be nice to have a bit of graphics on this page, but alas, I'm not much of an icon guy. Perhaps someone could step up and do that.
Edit: And, yes, technically, this goes far afield of the issue title. If catch prefers, I can move it out of his issue into a new "change the welcome message" issue.

catchBojhan, here's a screenshot. Also re-rolled due to offset. Keith, I think bigger changes are better off in a new issue, since there's more general work on re-doing this page completely.
