When I go to my cpanel, I cannot find the administration screen that appears in all the tutorials.
My screen has a left side column with General Account Information and General Server Information headings. To the right of the left side column are horizontal boxes stacked below each other with the headings,
Preferences
Email Management Tools
Analysis and Log files
Files
Domains
Databases
Security
Software
Advanced Tools
each horizontal box contains several icons relative to the box heading.
Is this the new administration screen or am I lost?
I see nothing for modules.

Have you actually installed Drupal and logged in as the administrator?
Sounds to me like you are looking at your hosting account CPanel, which has nothing to do with Drupal.

I assumed (there's that bad word) that when I opened my hosted account with Drupal Value Hosting and chose which version of Drupal I wanted, that DVH did all the installation. Where do I look for the answer, I did not install Drupal myself after DVH set up my account. I did redirect my domain name and ftp an "under construction" home page which is appearing when I enter my domain name into my browser.

Simple answer to your question - Drupal is not installed, else you would be seeing Drupal welcome page.
