Sometimes form limiting does not work properly, for example I just sent myself a test contact mail via the form and got "Your message has been sent" in the message box while the same page said that I was not allowed to send more than 3 messages per hour. This might be a bug that still lets spammers through but also leaves users questioning if the form has been sent.

It's not a bug per se. You have just sent the last e-mail in your hourly quota, and are being returned to the contact screen. The contact screen is now just telling you that you can't send any *more* e-mails this hour. Perhaps redirecting to the main profile page should be a sufficient compromise here..
