Taxonomy_Access module needs that taxonomy.module must be patched.

The drupal site is in my host. Im renting web space. I think they have windows as operating system. All i have is acsess to MySQL and FTP acsess to the webspace. I think they deny executing exe. files, so installing any programs to "patch" my taxonomy.module is out of question.

I request someone to make a copy of already patched taxonomy.module for core 4.6.3. and post an adress here for me (and many other ppl) to download it.
Please, i really need this feature. At the moment i have a faulty taxonomy.access module installed and it does not work at all.

You can patch the file on your local computer using cygwin.
I Think you will need the package "patchutil" but I'm not sure.
1) Decompress drupal core to some directory on your PC.
2) Store the patch in the modules directory
3) Open a Cygwin bash and execute that command.

I don't know if I understand this right, but if you're not able to patch it yourself it would mean... you have no computer at all.
Okay this means you are complete setting up a page and posting into this forum using a device like a PDA or cell phone. My honest respect to that, it must be a hell of a work.
Unfortunately, I am not allowed to upload here, so I can't provide the patched file for you. Maybe someone else can.
If not I would recommend to try it in an internet café or somewhere else (maybe a friend's computer or at work).
If there, the link halr9000 provided is a perfect place to start, you will find detailed instructions there.
Assuming that it will be a Windows PC you can directly go to http://drupal.org/node/32875 and follow the step-by-step list.

This whole concept of stand-alone patches is really stupid. No software company would ever do that. It gets even stranger when multiple people post multiple patches for the same module. Yikes.

I have never understood why the download link on a contrib module page cannot carry the date of the last update to the module.
Compare this with the newbie friendly approach of Acidfree's author. Every time there is a significant update, he puts out a message like this on the project page:
Really, Drupal.org should be doing this automatically.

The taxonomy module is important enough, it should have the patched (the correct) one for download, and not two files to be patched. It's a pain for newbie and non-techie.

Patching doesn't need to be done on a server.
I tried to be a bit creative in hinting that, maybe that went a bit wrong.
Actually, I was a bit scared of patching myself before I managed to do it. But I'm still keeping it on a minimum, because I don't want much trouble when drupal updates.
