Hi I am using phpedu and it requires date_copy which used to be packed with date but as 2.0 (release and dev), it no longer exists.

Was this by design?

It was incorporated into the 'Date Tools' module which does a lot of additional things.

I cannot find the Date Tools module. Would someone please provide a link?

it is in one of the sub folders of the date module. make sure you have the latest dev version
