The textarea hook is not being called. The new form api also breaks the settings page. I have made the changes necessary in the attached file to get the config to work. You may find it helpful.

Here's a patch. I fixed one thing in your suggestion: Hide Inline Image shouldn't be a required field.

I've no experience of the webform module, but I would checkout the cvs, see if it works first. If not, then do an advanced search on project/issues/webform for any issues which have attachments or have status set to patch.
