This may in fact be user error. If I create new revision of a node and save it moderation, then come back to edit that revision, when clicking "submit" the revised revision becomes the published version of the node. Is there a way to make multiple edits to the same revision while keeping it in moderation?

It would appear that the Revisioning (http://drupal.org/project/revisioning) module has exactly this feature...
