When creating an activity for flag module my flag of type user aren't listed.
Is this a missing feature or a bug?

I'm unclear on the Activity integration and I don't personally use it. We'll need to wait on a patch for this. Any takers?

It's explained here why user flags aren't supported (I'm merely reporting this: I haven't looked into the matter).

Since this isn't a bug per se, I'm reclassifying this issue as "task".

We've just dropped the Activity support. It will come back to life as an Activity feature.
