attached patch adds a new menu grouping for OG and other modules in the "organic groups" package to take advantage of. This goes to the path "admin/og_settings". I think this is very important in terms of keeping the new 5.x admin page organized.

Also, fixes a parse error (missing ";").

committed to TRUNK with changes:
- indented array elements
- fixed typo in description. more wordsmithing to taste.
- changed urls to admin/og and admin/og/og. other modules should follow the pattern such as admin/og/og_mandatory_group
