Panel Schedule provides a ctools access plugin, intended to be used for controlling visibility of panel panes, and selection of panel variants based on a scheduled start (and optionally end) date & time.
Being a simple ctools access plugin, it should also be usable with any other task that makes use of ctools access plugins.
