Provides a Drupal-only alternative to HelloBar. It creates a top region area for displaying call-to-action messages and a content type for creating those messages with text for links, etc.
It includes a settings page for changing the topbar background, text and link colors via the core Color module. More specific display can be controlled via the context module.
This module was created in response to: #1847736: Drupal Only Version of HelloBar.
