Since this project sets up SMS framework which provides send methods to the Messaging and Notifications module pair - it would be easy to pull this feature configuration and re-use it on other distributions (such as OpenPublic).

It is worth noting Twilio API keys must be saved under "(site url)/admin/smsframework/gateways/twilio" - and https://www.twilio.com/user/account/phone-numbers/### needs "http://(site url)/sms/twilio/incoming" web-hook configured.
