We are currently facing issues upgrading Drupal to version 11 due to incompatibilities with the Azure Blob Storage File System module.
The current development version is not working as expected, and we receive an error when attempting to access media files stored in an Azure Storage Account through this module.

Do you have any information on when a stable and fully functional version of this module will be available?

Open source goes at the pace of the maintainer, for contributed modules like this rarely are there release announcements or what not. You basically have three options here:

  1. Debug the issues, contribute fixes through Drupal.org, and work with the maintainers to get the fixes implemented (still on their schedule, but likely to go faster since you're helping). If there is no response from the maintainer you can look into how to take over abandoned projects. If the maintainer rejects your proposals you probably need to fork their module.
  2. Reach out to the maintainer(s) to see if you can hire them to work on the module.
  3. Hire a developer to do number one
  4. Wait (no fun)
