Grid is solid - has no spaces

This is on our internal commerce test site; if you click the grid button, the screen layout grid turns the entire screen solid light blue. I can't replicate this on my own personal site with d7 and fusion alpha, so it's not a general problem. I'm just not sure what's special about that site.
