The 4.x branch represents substantial change from the 3.x branch.
The 3.x branch has quite a bit of code that exists purely for historical reasons. The underlying Facebook API have been modernized, but the drupal module has evolved more slowly.
The 4.x branch is essentially a complete rewrite. It uses only the more modern Facebook APIs. It removes dependencies on Facebook PHP and Javascript code. And that in and of itself is a major gain.
It's been a while, quite a few fixes from the 3.3 release are in here. And this branch has been relatively stable for a while. Feels like the time is right to push a numbered release.
You should probably download and install a 3.1 beta release instead of this 3.0 release. Changes to Facebook Platform make this release obsolete on Oct 1st. The 3.1 branch is mostly the same code, with support for Facebook's newer Oauth implementation. Facebook has asked all applications to make that upgrade before Oct 1, 2011.

This release has a bug - fb_tab.module breaks canvas pages. To fix, use the dev release or any later release. this only affects canvas pages when fb_tab.module is enabled.
