Problem/Motivation
In April and May of 2017, Whitney Hess mediated a series of community discussions about how to best evolve Drupal community governance to better support everyone’s needs. There were 7 sessions held at DrupalCon Baltimore and 7 virtual sessions. You can find the meeting minutes here.
On July 6, 2017, Whitney held a webinar to explain the findings from those discussions in depth. You can find the recording here.
In the presentation, a number of areas of improvement were mentioned, including "CWG Process, membership, resources" and "Codes of Conduct". A number of different potential strategies for addressing each of these areas of improvement were also identified.
Proposed resolution
The CWG would like to further explore and evaluate the items that were proposed, publicly with the whole community, and help us work together through the various questions, concerns, and suggestions that have been raised. To that end, we've posted each item as a child to this meta issue.
Remaining tasks
Review and resolve the following issues:
- #2893909: Expand number of CWG members
- #2893911: Add staggered term limits to CWG
- #2893943: Clarify process and follows it, with oversight of ombudsman/watchdog
- #2893944: Clear policy on what "evidence" is "admissable" to discourage unethical info gathering
- #2893945: Immediate and frequent communication with accused and complainants in all cases
- #2893946: Warnings and probation/suspension statuses before permanent dismissal
- #2893947: Consistency from case to case; in application to all parties involved
- #2893948: Greater communication with community throughout, balancing transparency and privacy
- #2894381: Codes of Conduct revised / consolidated
- #2894384: Core Values as companion document to Code of Conduct

rachel_norfolkUpdating the Issue Summary to make it more clear that the presence of a child issue does not necessarily indicate it is a current or future strategy of the CWG or any other group but simply feedback that was received from the community and requiring evaluation and exploration.
