How may I download all of the translations in one tar.gz file?

On UNIX:

"View source" on the translations web page http://drupal.org/project/Translations

Copy and paste the source into a text file

grep gz for > for2

Edit the file in VIM and use Ctrl-V to use the handy visual block functionality to erase everything in the file except for the file names.

You can now format the files into something useful, like this script:
