Fixed for people with editing privileges, however open shifts should still be highlighted for people who can't edit the schedule.

Closed shifts don't appear as green to people without editing privileges either. It looks like "shift_scheduler.css" is never being loaded.

Just tried testing on HEAD. Still doesn't appear to be working for users that are not logged in.
