same functionality is required for navbar too just like admin menu.

Is it possible to support navbar or it should be ported instead of extending?

I've been trying to do this as well. I proposed a hook here: #1888322: Allow other modules to alter navbar links.

We'll need to wait for #1939884: Make the administration menu in the toolbar plugabble: don't hardcode to the 'admin' menu to happen and backported to make this happen.
