As per http://drupal.org/node/1151246#comment-4473210, openlayers should be cached. It is starting to cause problems on some incubator sites. We should also consider using http://openlayerer.appspot.com/ to put a small library together.

This is occasionally a huge performance problem on sites with mapping enabled. Milestone 1.
