Many Commerce Terms not available for translation on localize.drupal.org

Several terms from the Commerce admin UI, e.g. Workflows are not translatable at localize.drupal.org
For example, try the following terms from the Order edit:

• Place order: https://localize.drupal.org/translate/languages/de/translate?project=com...
• Cancel order: https://localize.drupal.org/translate/languages/de/translate?project=com...
• Draft: https://localize.drupal.org/translate/languages/de/translate?project=com...
• ...

The context should here for example be: "workflow transition"

Any idea why that happens? Leads to many untranslated and globally untranslatable terms in the Commerce Admin UI!
