Ensure all edge-cases from pifr code are handled

There are some rather interesting edge-cases that are now caught and handled in pifr effectively that need to be translated into the new system. #873496: Bogus test results PASSED: [[SimpleTest]]: [MySQL] 0 passes.

• Need to update plumber plugin for core run-tests.sh changes.
