Date/Time accuracy

Hi all,
I'm not sure whether this is a bug or I misconfig something. I tried to use DateRange filter together with CCK date field.

The version number of the modules are:
CCK 1.5
Date 1.8
Date API 1.8
Views 1.6
Date Range 1.7

Ok. Here's the issue. I want to display and filter all the node that are published "TODAY". However, the node with time before 8.00am (today's date) will not listed on the "View's Page".

For example:
Today's Date is 09 Apr 2008
CCK date field of node is 09 Apr 2008 - 7.59am
In the views page (filtered by daterange - today), the node with time of 7.59am won't appear on the page. Instead it appears on 08 Apr 2008 page view.

Please refer to the attached image file as well, the date was filtered by 08 Aug 2008 but 09 Aug 2008's nodes were displayed as well.

Any help would be greatly appreciated. I can provide more information if necessary.
