Many modules can use other modules if the exist. I think it would be nice to have these showing in the modules list. This would be pretty much the same as the "dependencies" list in the install file.

David_Rothstein CreditAttribution: David_Rothstein commentedActually, this issue is sort of related to #328932: Modules and partial dependencies - enhances[] and enhancedby[] field in modules' .info.yml files, which (although currently filed against drupal.org itself rather than Drupal core) seems to have tons of relevant discussion. Maybe this should even be marked a duplicate of that.
