In #1975220-212: Allow a Composer user to manage Drupal, modules, and PHP dependencies with a custom root composer.json I saw \Drupal\system\Tests\Entity\EntityOperationsTest fail - looking at it what we are seeing is a random fail.

Evidence attached. This patch will fail.

This is caused by #2273923: Remove html => TRUE option from l() and link generator.. Going to revert that patch because it causes this.

The last submitted patch, d8.random-fail.patch, failed testing.
