The community is continuing to establish a best practices for handling external libraries. /vendor related folders are reserved for PHP Libraries (composer, PSR-4 related) However, JS and CSS libraries through the Libraries API 3.x is using /libraries.
With working toward full inclusion of the Libraries API in core restructuring the /core/assets/vendor to /core/libraries folder only makes sense.

rodrigoaguileraIf this is about best practices we should wait until those practices are clarified.
The previous parent issue is about a restructure of Drupal's own js and css not the vendor/third party js.
