IssueForksController::getProjectAndIssueIdFromUrl() has project hard-coded, but we do currently support forking for sandbox projects, with the https://git.drupalcode.org/sandbox/ group namespace.

While we do have #3204605: Phase out sandbox projects, we haven’t been communicating about this. Making the code accept the other namespace might shake out some other edge cases.
