Configure external redirects after user registration.

If a user registers via "SITE_URL/user/register?redirect=https://EXTERNAL_SITE_URL" and "EXTERNAL_SITE_URL" is in the list of allowed domains, then the user will be redirected there after the first time they edit their profile (ie: after one time login).
