add a way to filter to show only checked permissions [#2219317]

When reviewing the permissions for a particular role, it can be quite hard to find the checkboxes that are actually enabled, particularly on sites with a lot of modules and permissions.

It would be very handy to have a checkbox in the filters area which hides all un-checked permissions. This would be most useful on the permission page for a single role -- I'm less sure how useful it would be on the full permissions.

I had a moment of inspiration on how to do this effectively.

There should be a new dev soon that will have this in it.

There is some weirdness when you have a typed in filter that matches permissions that are checked for roles that are not visible, with the checked filter enabled.

I'm not sure if this is resolvable.

I'm also not sure if my first line will make sense to anyone else...
