Update functions used by other projects to interface with the parser

Problem/Motivation

Because of the structural changes in the grammar storage in the 7.x-2.x branch, the functions in the editor.inc file need to be reviewed/updated. These functions are not invoked by this project, but are used by other projects (e.g., API, Coder Upgrade) to interface with the parser.

Other changes may be needed in the dependent projects to handle any differences in values returned by these routines.

Before committing, code will be reviewed, tested against D8 core files, and documentation updated.
