I needed to allow my users to set the starting TID for a HS widget. This feature is available in Client-side hierarchical select, but we also needed to allow users to add new terms.
Update the HS Taxonomy module to allow a user to set the root TID from which to start the selection of terms.
New configuration setting on HS widget forms that allow a user to select the root TID to use when outputting the widge selections.
