Resize not working if imageapi_optimize is used

I'm not sure if this is a bug that is related to image_resize_filter or imageapi_optimize.

Resize is working as long as imageapi_optimize is not enabled and configured.

If I enable imageapi_optimize pictures are not resized anymore but saved in full resolution.
