Language Fallback Fix

This module does nothing on its own. Combined with an upcoming version of Search API including #1960684: Allow filtering by "Language (with fallback)", it allows to index content entities where not every language has a fallback. For the corresponding core issue, see #2951294: Sort out and fix language fallback inconsistencies. This module will hopefully get obsoleted when that issue is fixed.
