Wrong coordinates for Vorst in zipcodes.be.mysql

The latitude/longitude for the city of Vorst in Brussels aren't correct. They point at the city of Vorst, next to Laakdal.

Postal code lat/long was indeed very wrong for 1190/Vorst. Patch is working good.
