A module "Prevent Entity Unpublished" allows you to configure which entity types are "protected", if any other entities are reference then will attempt to stop that entity from being unpublished.

The main feature is to prevent entities to be unpublished when it reference to another entity.
Post-Installation
After install this module go to the setting page and select the entity type which you need to prevent unpublish.
Recommended modules/libraries
Entity Reference Integrity and Entity Reference Integrity Enforce modules are required.
