I'm probably missing something obvious but I've rechecked permissions etc. and just cannot figure it out.
Similar entries shows fine for me as an administrator but no-one else.
Hopefully someone will see my obvious mistake.

This is the setup that seems to have done it.
1. Drupal cache enabled but lifetime set to .
2. Similiar entries cache disabled.
3. Clear Drupal Cache.
4. Run cron.
I had tried all combinations of these before, with no success, except clear cache, (should 'clear cache' have been obvious?).
I am pleased in a way that this is a genuine problem, I thought it must be something I'd done because 'similiar entries' has always worked perfectly for me in the past (over several differant websites).
